I suspect too that you are familiar with the ratio suggesting that 1-in-3 homeless men are veterans. I was told by a HUD spokesman that this figure comes from a 1999 report, based on 1996 data, that's now outdated. That seem right to you?
Is there a solid way of knowing if the 1-in-3 ratio was ever spot-on correct? If it was, to what would you attribute the drop to 13 percent?
