With the exception of the one-time payment in 2000-2001 of the Tobacco
Settlement, line items of appropriations have risen significantly under Rick Perry. Total state spending has increased by 79% according to the Texas Comptroller.



Texas law requires a balanced budget. Given the $18 billion budget deficit and the current revenue projections, Bill will have to make cuts. He is very good at this and has often discussed his approach to making cuts and finding efficiencies. He has said he needs to "get under the hood" and also work with legislators on specific cuts.
