So, if a rate is cut, as cited by the Chief Actuary of Medicare, that would mean the entitlement known as Medicare is cut, by the amount of the rate reduction, correct? If there is an entitlement for everyone eligible to receive a pizza, and we are cutting the rate paid to pizza kitchens by x%, then there will be less of that entitlement for pizza. That's my understanding.
