1) According to the breakdown that you sent, Carstarphen received
$12,000
for travel. Does she receive that money in the form of
reimbursements,
or does she receive it in cash as an allowance?
Monthly travel allowance.
2) Carstarphen's contract notes that the district will pay
membership fees
and dues for her to be a part of certain professional and civic
organizations.
What is the value of that benefit for the 2010-11 school year?
The district has not paid any
civic
membership dues for Dr. Carstarphen.
3) Regarding Carstarphen's bonus: An Austin school district news
release
dated Aug. 24, 2010, says that Superintendent Carstarphen earned a
performance
bonus for the 2009-10 school year of $41,500. Did Carstarphen
receive
that money? If so, when did she receive it?
The Board took action in Oct
26, 2009
to establish the 2009-10 performance bonus measures, which
included the
contractual $25k as well as up to an additional $22,500 if the
district
could improve its academic performance at the three multi-year
AU schools
sufficiently to achieve an AA or better rating. While not
called
for in the contract, the board established these additional
incentive bonus
performance objectives due to the extreme costs (both in terms
of $, human
capital and the existence of a TEA management team to oversee
the district)
of these campuses.

4) Section 3.6 of Carstarphen's contract notes that she is to
receive on
or before Sept. 1, 2010, an annuity payment of $15,000. Did that
occur? Is that included in the summary breakdown
that you sent to me on March 25?
Yes, it occurred. No it
was
not included on the list of salary, stipends, and benefits which
we provided
on March 25th pursuant to your previous request.
5) Section 3.8 of the contract also says that the district will
provide
Carstarphen membership privileges at "at least one private
luncheon
club." What is the value of that benefit for the 2010-11 school
year?
Dr. Carstarphen has a
membership at
the Austin Club but the district does not pay a membership fee.
6) Section 3.10(b) of the contract states that the district shall
pay the
annual premium for a disability income protection insurance
policy. Do
other district employees receive this benefit, or is this a
special benefit
for the superintendent? What's the value of the benefit to
Carstarphen
for the 2010-11 school year?
Annual premium cost to the
District
for the Superintendent's long-term disability insurance policy
is $9,953.26.
No similar coverage is purchased by AISD for any other employee.
7) Section 3.10(c) of the contract says the district will pay for
a life
insurance policy for Carstarphen. Is this a benefit that other
district
employees receive? What's the value of the benefit to Carstarphen
for the 2010-11 school year?
The annual premium for the
Superintendent's
30 year Term Life policy is $1,045.75. The face value of the
policy
is $825,000.00. The policy has no cash value.
8) What's the value of the desktop computer, laptop and fax
machine that
Section 3.11 of the contract says will be purchased by the
district for
Carstarphen's use at home?
The district provided a laptop
to the
Superintendent, but no home desktop for the Superintendent.

same as for all employees, and benefits (workers compensation,

* A breakdown of the total compensation package for 2010-11.

* A copy of Carstarphen's contract for the 2010-11 school year.
Please note that Dr. Carstarphen has waived any bonus compensation
as
outlined in her contract.
As this information is being requested for the public good, we
ask that
any fees associated with the request be waived if possible.
